Philadelphia City Council passed a bill that requires property owners to develop rat abatement plans before demolishing or fully rehabbing a building. The new rules also apply to new construction that requires excavation work.
According to a Bloomberg analysis of recent census data, homes in Philadelphia are more likely to be rat or mice-infested than households in any other U.S. city. Nearly one in five homeowners in the Philly area have reported seeing mice or rats within the last year.
Some signs that rodents are present include:
- Rodent droppings in drawers or cupboards, and under the sink.
- Nesting material such as shredded paper, fabric, or dried plant matter.
- Signs of chewing on food packaging.
- Holes chewed through walls and floors that create entry points into the home.
Rodents are most active from April to June because of spring breeding, and also during October and November as the seasons change.
Rodents are most active in the summer and fall because they are gathering food to store for the winter. They are also breeding and looking for nesting spots. The warm weather provides them with many options for nesting.
Rodent season begins when the weather starts to cool, which can be anywhere from August to late October. Once it cools off, they start to seek cover, alternative food, and warmth. They move into buildings and are less likely to venture out during daylight hours. Rodents are active year-round. They do not hibernate during the winter.
